Hi MDbirding:
I just got a call from a friend of mine, Joe Jehl, who lives in Annapolis (Southaven), MD. Someone was walking through the woods in the Annapolis area and found a Bald Eagle fledgling on the ground. They picked the bird (!) and brought it to Joe, who is a very seasoned and experienced ornithologist/wildlife biologist. Joe says there is nothing wrong with the bird, it just dropped out of the nest too early and is probably about 5 days away from being able to fly.
If anyone knows of a rehabilitator that can take possession of the bird and feed it until it fly, please contact Joe directly tonight or in the morning. His number in Annapolis is 410-224-0728.
Thanks!
Phil
