I am not exactly sure about answer to your question. Up along Cape Cod's
eastern facing beaches, I have had some good birding during light to
moderate easterly winds for pelagics in summer and the same conditions in
winter seem to produce a few more alcids and gannets closer to shore. I
could be guilty of observer bias here because that is what I would expect
to happen but have never spent enough time birding off ocean beaches to
know for sure.

I have very little experience with Ocean City birding. As a matter of a
fact I was down that way on friday 6/15. Wind was expected to be out of
east and I had just read a recent report on MDBirding or possibly the last
days of MDOsprey where someone had seen Wilson's Storm-Petrels at one of
the further out shipping lane buoys. Started day further south in Worcester
before getting to inlet around 11:45 am and guess you could say I got a
little to much of good thing. It was sunny but wind was gusting 25+ mph and
so a shaky scope, air born sand, waves crashing over parts of jetty, and
rough seas made it near impossible to scan for birds.

I say go when you can go.
