Access to Oxon Cove from the DC side is tough. if you take the road past the fire/police training facility, all the way back to the towed car area, here is a parking lot at the end. There is a gate and a small path south from where the road dead ends. It is a bit of a walk, but if you meet going south east you will hit a nice overlook of Oxon Cove, with the mudflats on your left.

I haven't been back in there for 2 years, so I don't know the current condition of the path.
