I think the North River referred to is probably the one in Virginia; it joins the South River at Pt. Republic to form the south fork of the Shenandoah River.
So probably not the same Sabine's as the MoCo bird --

it may not be in Baltimore county, the spotter mentioned was in Shenandoah Valley area
