A little further afield than some other suggestions, but the Chesapeake Bay Environmental Center (45 min drive www.batrestoration.org) is often good for waders, shorebirds, raptors, and some of the smaller birds. On the way there you can stop at Terrapin Nature Park or Sandy Point state park ( both good for ducks, gulls, terms, et. al) Jug bay and anything else along the Patuxent River are popular year-round.
