These are likely the same birds that show up there about this time of year annually. A few winters ago, when we had temps in the teens in January, some of them were captured, rehabilitated then flown south (Florida?) to a more suitable habitat. Brown Pelican used to be a species requiring documentation on the Pt. Lookout CBC but has been removed from that category for many years as they can be found in the lower Bay year round.

Hi everyone
There are 41 Brown Pelicans at the dock of Courtney's Seafood Restaurant. They have been here for a while per a local man.
Shouldn't they have left by now?
Along with several hundred cormorants they are feeding at the pound nets off to the left when you face the dock.
