Yes he is! In fact, I stopped over today around 11AM and sat in the parking lot watching the other 5-6 gulls just walking around the lot. I probably waited for about 15 minutes in search of the black-headed gull when I decided to toss out a small portion of a pumpkin muffin onto the parking lot. Within a minute, I attracted 25 gulls INCLUDING the black-headed gull! I was so surprised because he walked up to within 6 feet of my car. I took 3 pictures that I will post later. I hated to toss out the bait but it sure worked.
