I'm not sure about starvation with two there, one eaten and the other intact. Sounds like a GHO hunting with a double kill and possibly disturbed during his or her supper. There are plenty in that area. I really hate seeing things like this as Saw Whets are hard enough to find, but nature takes it's toll as usual!
