I was at Ft Armistead this afternoom around 1:30 pm and the Harlequin Duck was still there. It was in a group of Buffleheads that came from the left side (where the rocks and vegetation are) and they all headed towards the bridge supports. They stayed between the second and third. I watched for about a half an hour.
