In response to Frode's request for more precise directions to the site of the very unique Rough-legged Hawk... see the maps below.
While driving east on New Windsor Road (near McKinstry Mill Road) I saw the RLHA(?) on a small evergreen on the north side of the road (purple dot). I parked at an unoccupied house (the red dot at 39.49156, -77.16013) and took a couple of shots with my Sony P-n-S. Before I could get my scope the bird flew around the house and landed small broadleaf (blue dot). I managed to get several shot in flight. Minutes later it flew south and disappeared over Albaugh Road.
