As I suggested to Don, there are many ways to access a location map through eBird's Explore Data section, which I believe is available even if you don't have an eBird account. You can look for the Harlequin in Bar Charts or Arrivals / Departures for Baltimore County, either of which will give you a link to a map, as will the iGoogle Gadget's Notable Species list.

The exit for the park is the last one on the eastbound beltway I-695 before the Key Bridge.

People are scoping the duck from the parking lot. I don't know if there is a practical way to get closer, as there are an inlet and wetland between the park and the bridge.
