I believe the beltway exit number for Fort Armistead is Exit 1. I do not believe that there is any under the bridge access which is open to the public alot of that area is industrial and with increased security since 9/11 around infrastructures such as bridges access is pretty limited. You can launch a boat at Fort Armistead and would be able to get closer to the raft of ducks that way, just be aware that duck season is in right now in Maryland and there are some waterfowl blind hunting sites in that portion of the Patapsco River, good luck.
