To reach Ft. Armistead, you indeed exit off I-695 at Exit 1 - Quarantine Road. If approaching from the Glen Burnie side, at the top of the ramp, turn right (if coming from the Dundalk side by way of the Key Bridge, turn left at the top of the ramp, cross the bridge over the beltway and follow the rest of the instructions after passing the light on the south side of the bridge). Drive 150 feet and turn left onto Fort Smallwood Rd. (Hawkins Point Rd goes to the right at this intersection, Ft. Smallwood Road goes left). You can turn left here from the left and center lanes but the center one is best because you'll need to be in the right lane after getting onto Fort Smallwood Road. After driving about 1/4 mile, Fort Armistead Road intersects with Ft Smallwood Road BUT YOU HAVE TO EXIT RIGHT on a 'jug handle' ramp to turn left - THERE IS NO LEFT TURN off Ft. Smallwood onto Ft Armistead. Once on Ft. Armistead Road, just take it all the way to the end. There is an upper lot and a road to the right that drops down closer to the water.
On the way out, make sure that you go all the way out to Fort Smallwood Rd. to get back on the beltway (I-695) towards Glen Burnie/Catonsville/Pikesville. Only take the right onto east bound I-695 off Ft. Armistead Road if you want to cross the Key Bridge to Dundalk/Essex.
Search Ft Armistead Road, Baltimore on Google or Bing Maps for an overhead view of the area that will make these instructions much clearer.
