There was quite a bit of consternation last year when the State of VA began requiring a recreational use fee for all state wildlife management areas and public fishing areas ($4 day, $23 season). Enforcement has been spotty, but most of the folks I know in the butterfly studies community ponied up for access to such areas as Blue Mountain and the like. Not much different from state park fees.
What's different with WSSC is that we're talking about mostly one area (albeit a large one) and the seasonal fee is way out of whack with similar fees in the region for recreational use of public lands. It's almost on a par with a season pass to all Federal recreational lands.
