there is a Project Planning study that was done by SHA on the US 50 bridge that crosses the bay there into Ocean City. I believe that study addresses the long-term viability of Skimmer Island. You can find some more information here:

It seems to me that these types of efforts of rebuilding should be backed up with some type of permanent protection, like a shoreline revetment of rip rap. But I am not a hydrology engineer so I don�t know what the repercussions of that would be, but I hope that this problem gets resolved soon.
