I actually say a Canada Goose with a silver colored ban reading 2212. I'm not sure if there were more numbers to go with this, but that's what I could see...

Subject: [MDBirding] McMillan Res - banded RB Gull (photos)
Stopped by the reservoir today, and the Co. Goldeneye, Redhead, and Cackler were all still present.
Was also excited to spot this band on a RB Gull.
Going to check with the BBL, but curious if anyone is aware of a group banding these guys.
