Seen from 1305 to 1330 (too windy/cold for me to stay much longer, but the bird remained when I left) across the larger of the two ponds at the Owings Mills business park at less than 100 yards, feeding around the pathway with a flock of Canada Geese. Very white head, grayish bill base, white overall with black tail feathers; no noticeable Snow Goose-like grin patch. Picking on the larger Canada Geese. The pathway around the pond is marked "no trespassing;" I viewed the bird from behind a nearby parking garage. So-so digiscoped iPhone pictures available.
