It's been a long time since I have birded the "magic road" that leads up to the Greenbridge area of he watershed, but I imagine it is still loaded with excellent birds (Bobwhite notwithstanding). I also know that if I want to saunter in just past the gate there on the little clearing on the right to look for Falcate Orangetips in May (sorry... inevitable cross-listserv posting :p ) I am sure that I will not be accosted by leagues of armed WSSC personnel demanding my six bucks.
Maybe it's just me, but I have no problem with the fee should I want to use the trails and other areas for a morning or afternoon/evening. It does cost money to maintain trails, parking lots, boat landings and the like beyond what local tax revenues provide for. I'm not a twitcher, though, so I certainly understand the other side of the coin.
