Here at Broken Wallet Farm (SE Washington County in Pleasant Valley) we too have at least a few Chippies that overwinter. It is fairly high and dry in this part of the valley below South Mountain, our elevation is near 1,000' above the fall line, so it gets a lot colder here while only a few miles away by the Poromac it is often balmy (of course during certain temperature inversions the opposite is true, as cold air "sinks")... So I am astounded by the hardiness of one of my favourite little sparrows!
