There are no Franklin's Gull records for Frederick county in eBird, and none indicated in the yellow book, so this is the only county record of which I am aware. (Of course those two sources are not exhaustive, so there may be other records.)
Below is a link to the record shots I obtained. In the field there was greater contrast between the darker mantle of the Franklin's Gull and the Ring-billed Gulls. Through the scope I could also see dark red coloration in the bill and legs. I also saw the bird fly briefly, showing its dark wingtips (had at least one large mirror) and the white band between the dark wingtips and the gray upperwings.
As Mr. Speicher has noted, this is not an ideal viewing location. You do have to pull off on the shoulder of a busy highway. So do be careful if you try for it.
Also present was a single Herring Gull. Also not an easy bird in Frederick county, and it was actually a county bird for me. I was celebrating finding it when I got distracted by the small hooded gull with the dark mantle!
