Actually, he reported 4 Brown Pelicans. I was at Hains and didn't see them, but I'm not sure I was there at the same time he was at the Tidal Basin. This is close to the time that the first one was found in the District (3/20/2004), so perhaps there's a movement of them up the bay/river around now and these are scouts looking for new nesting areas.

It's hard to misidentify, but I am awaiting further details.
