I agree with Jon. I've noticed a number of filter differences between
counties that seem to be due to different approaches to setting the filters
by the respective county expert rather than differences in bird
distribution. E.g., IIRC, juncos were being flagged at the end of April in
Howard but not Montgomery. One thing I'd like to see in an ideal world
would be some attempt at making filters uniform when there's really no
distribution differences between the counties. But I can imagine that
would be a time consuming and politically dicey endeavor!
