I should probably make clear that I agree with Jon yet again. I think the inconsistency between counties arises only because reasonable birders can reasonably differ on how to set the filters.

I agree with Jon. I've noticed a number of filter differences between counties that seem to be due to different approaches to setting the filters by the respective county expert rather than differences in bird distribution. E.g., IIRC, juncos were being flagged at the end of April in Howard but not Montgomery. One thing I'd like to see in an ideal world would be some attempt at making filters uniform when there's really no distribution differences between the counties. But I can imagine that would be a time consuming and politically dicey endeavor!

The eBird filters go by county, so in Baltimore they are still on the "common" list but in Hartford they have been deemed "late" at this point I suppose. These filters are set on an individual county basis, and often by different volunteers I believe, which may be why in some cases there is some variation between neighboring counties (aside from factors like eco-region or hotspots for specific species..)

Maybe one of the reviewers can respond to this. I found a bright Yellow Palm Warbler at Susquehanna on May 3--listed as "rare" on eBird for this location. So I had to give an explanation, etc., etc. Today I submitted checklists to eBird for two different locations locations near Loch Raven Res.--in these two cases, I noticed that Yellow Palm was on the regular list (not "rare"). Can someone tell me why? I'm curious to know, especially since Susquehanna is such a good migration spot in general. Thanks.
