Gulls seem to like to congregate at the Tidal Basin when it freezes, and there were a couple hundred birds out on the ice. I saw a Pied-billed Grebe and several Mallards, and the following gulls: Ring-billed (90% or so), then Herring and Greater Black-backed in equal numbers, and one first-year Lesser Black-backed Gull.
