McNair facility, not against the seawall. This location is probably the result of a white pick-up truck on its side over the edge of the seawall in the location where the duck had been found in the last few days. According to one of our group, there had been a lot of activity around the truck a little earlier, including a fireboat which undoubtedly flushed the ducks. There was a small group of Lesser Scaup (and not the Tufted) about 100+ yards South of the white truck. Even though the view was a long distance one, the tuft was quite prominent, easily seen at 20x. The bird was "sleeping" which made the tuft stick almost straight up like a flag.
