The tufted Duck was off of the point at Fort McNair in the Anacostia River. He was among a raft of about 50-60 scaup. The tufted duck was resting with his head on or under his wing the entire time but the tuft was clearly visible. There was also a separate smaller group of scaup next to the sea wall by Fort McNair, which had a single horned grebe swimming among them.
