It can be done, and if the bird is along the Ft McNair seawall, it is a whole lot closer than looking at it from Hains Point. There are at least two ways to get to the best vantage point, which is right at the Titanic Monument (which shows clearly on AAA maps). 1. Get off 395 at the sign for Maine Avenue, turn left at Maine and proceed SE until you see signs for Spirit Ships. Follow those and you will end up at the end of Water Street, where there is metered parking. Walk downstream from the parking to the Monument, which is as far as you can go. 2. Continue on Maine Avenue until 4th St. SW. Turn right here and park on N or O Streets and walk over to the waterfront. Free, although, limited parking here. The Tufted is often in the corner just downstream from the Titanic Monument along the seawall. I saw it there in afternoon light. Morning light might well be problematic. The upshot of the above is that one does not have to have military access to Ft. McNair to enjoy a closer look than from Potomac Park.
