The answer is, yes, it does. This was done on purpose to protect the users of the list from potentially dangerous viruses which can be spread to others via attachments. If you want to send along someone else's message to the list, you will need to cut and paste it into your message. If you want to share a binary file, such as a photograph, you will have to make it available on a website and let the folks here know where to look for it via a text message.
