Last year I had Ring-billed Gulls in every county except Washington! On Sunday, Feb 20, I was in Washington County and had almost 100 Ring-bills including a flock of 70 near Clear Spring and a flock of 21 flying up the Potomac at Dam #4. My impression is that all of the birds were Spring migrants. Good Birding!
