You're right, the old Master Guide says, "...in rare cases there is an inconspicuous white band posterior to the black nail." The book's photo actually shows a thin version of this on a female. I also looked back in the Oct. '98 issue of Birding, which has a great article on tufteds. In it, there are two photos and a David Sibley plate (from the upcoming Master guide) that show the whitish bill marking.
