We arrived at about 6:30 a.m. and almost immediately found it feeding in the turbulence of the cooling outflow with about 50 Bonaparte's Gulls. You can't see the outflow from that vantage point, only the inflow. Take the nature trail off to the left of the overlook and go to the sign saying something like Do Not Go Beyond This Point.
