My best guess is that they were doing flock maneuvers, whirling around as starlings do, and got too low in the wrong place. The motorists who repo= rted seeing them "drop from the sky" probably could not tell that they were fl= ying when they were hit, as opposed to "dropping". If they were "drunk", it seems to me that there would be survivors stagge= ring around on or alongside the road. There was no report of anything other t= han the dead birds.
