Nancy and I saw the duck both in the Potomac and in the canal. It did not look like a domestic duck nor like a Mallard hybrid. The bill was that of a White-cheeked Pintail. I thought of an albino, but the eye was dark. The bird did have a long tail, which it dragged in the water as it swam. It never held the tail upright. The wings were not clipped and I did see the bird fly.
