They build nests that look pretty sloppy, are quite large (they fill most of whatever space they are building in), and consist of wide pieces of grass/straw and occasionally trash. They do frequently nest under gutters (had quite a few nesting outside of my apartment in North Carolina a couple years ago), and we have already had several finish laying clutches of eggs in the last couple weeks in our kestrel boxes at Patuxent Research Refuge (which we of course disposed of!). So more than likely you are correct, what was removed from under your gutter was a starling nest!
