I live between I95 and US29 north of MD198, and have seen many cicadas over the past two to three weeks, as have my neighbors. In addition, many clustes of oak leaves have fallen, indicative of egg laying activity, from the oaks throughout the neighborhood. A friend at work, who lives in the area between Sligo Creek and Georgia Avenue, north of I495 has also seen cicadas over the past few weeks, and heard their characteristics calls. If I recall correctly, there was a major cicada irruption (?) about 1970 in this area, when I believe both the 10-year and 17-year periods flourished! Then a lesser one in about 1987, so I think we are due around 2004.
