I second the motion for "instigation." I find this movement towards a permit system for public lands, whatever bureaucratic title may be given to them, extremely irritating. The main result will be to effectively limit the use of permit-controlled public lands to the use of party-people, vandals, drug dealers, and trash-dumpers who could care less about getting permits. Birders and other legitimate recreational users for the most part will simply avoid such lands for lack of time to go through the bureaucratic hassles of getting a permit, and they will become less likely to support such public lands with tax dollars as a result. A permit system is just a lazy way for government to appear to be fighting petty crime without actually doing any old-fashioned law-enforcement work. Furthermore, I find the "crimes" far less offensive than the government's reaction. I suggest that the DNR should harass the criminals, not the birders!
