In October 1981 Marion and I, along with others, stood on a bridge overlooking Liberty Reservoir and watched the Brown Pelican previously reported there swimming back and forth between Baltimore and Carroll county waters. I haven't checked for more details with Marshall, or Phil Davis, or Bob Ringler, but I suppose that bird was the one that earned the star for Carroll County.
