I'd remove it and see if they choose a better spot. A couple year= s back some carolinas tried to nest in the grill cover on our deck. This would have been a VERY poor spot. I removed the nest and they took up residence in a spare bluebird box that was sitting on the deck rail. They had a very successful nesting and fledged on mother's day. One year a pair of carolina wrens came in my open screen door and tried to nest in my potted plants in the living room. I had to shoo them out (as much as I would have loved to have them in the house). I know a friend that has had them use a nesting shelf-for a robin or phoebe.
