Tell them of the benefits, birding = $ for their community. They would be responsible for the building permits, environmental impct study, policing, etc.) Offer to secure funding and perhaps maintenance, if they build. (MOS ownership & building would probably be more liability than MOS could accept) I recall a "Watchable Wildlife" movement a few years ago. I don't know if it was a state or federal program, but I believe funds were made available for this type of project.
