It was standing on a snag in the water off Blue Plains and was easily visible from Naval Research Lab. Unfortunately access is extremely limited but is should be possible to see the bird from the other side of the river. This bird was pretty easy to identify. It had a dark neck (but not as dark as the nape or back) and a white belly. It had a white throat surrounding a yellow gular sack and a grey bill. There was no orange. I am not sure of the exact position of those colors, so the white may extend onto the gular and the yellow onto the base of the bill. And the bird dwarfs the other cormorants out there. I guess it pays to look at 50 DC Cormorants every morning for a year.
