The bird was in the fisherman's cove across from the visitor center. It then flew to the boat docks below the visitor's center, and was last seen flying northeast toward the boat launch ramp. We observed the bird for a period of about 20 minutes, between 10:30 and 11:00 am approx., and at times it was within 30 feet of the group watching it.
