On Saturday afternoon, returning to Baltimore, I decided to take a brief look at Back River Waste Management area. The guard at the gate said that she could not let me in the facility unless I worked there. I asked whether this represented a change in policy, because birders had been allowed to use the area before. She said simply that she couldn't allow me in. Does anyone know of a change in policy for this great area? Is it still possible to get permission to bird there, and, if so, how? Thanks for any help anyone can offer.
