Our MD State Snowy was a surprise sighting on OC Jetty a few years back. S/he was perfectly content to sit on the jetty fairly close to the shoreline until s/he was "crowded" (I'd like to say harassed), by some people who were intent on walking down the jetty to go fishing. S/he few up onto one of the high light poles by the amusement area, but didn't stay there very long. The bird eventually flew and we didn't see it anywhere in MD during our stay.
