Birds instinctively fly for cover or potential food sources and what they're seeing in your window is probably a reflection of trees, shrubbery, etc. that to them is just another avenue of flight. Plastic owls, from my experience, don't work at all. Cut-outs of raptors work, but only because they break up the reflection - most birds know the difference between a live predator and a paper silouette!
