I encounter quite a few Eastern Screech-owls. Of the many dozens I have checked in St. Mary's County (and elsewhere throughout Southern Maryland) over the past 20+ years, I believe all have been red phase birds. Of all the nest box birds I have checked and/or banded at PRNAS over the years, I can recall only a single gray phase bird. We do have a taxidermy mount of a juvenile gray phase bird in our education center collection at PRNAS, however. This bird was collected some time prior to 1981, presumably from PRNAS in St. Mary's County. I cannot recall ever seeing a brown phase bird.
