They were flying and were immatures (if my memory is correct). There was another occasion at the same location when I saw one in alternate plumage, again flying up the river, but I don't recall the time of year. Both times the birds were closer to VA than MD, but I don't see any reason why, with some luck, you couldn't get a nice look at a nice _black_ tern.
