These soar, have long neck, a long bill and most importantly, a *long* tail -- often fanned while soaring Cormorants have relatively short tails, in contrast. Female Anhingas have a pale neck and upper chest. There have been a number of records of Anhingas in Maryland, and often these birds have been seen soaring at some altitude, usually near the Bay shore. You might want to look at some pictures of soaring Anhingas and see if these might be what you saw.
