The area around Hashawa Environmental Center in northern Carroll county has Kentuckies, which can always be heard, but I don't guarantee seeing them. I had a nice look at one from the North Central bike trail near Parkton. Ceruleans are heard in a lot of places but can also be a tough bird to see. Always at the top of a tree in dense foliage. Last ones I recall were along a wildlife drive off Park Central in Catoctin Mt National Park, not far from Camp David. If these interest you, let me know and I can give specific directions. Someone may respond with some that are much closer for you.
