I doubt the owls are truly going after prey in the headlights, its probably more a matter of poor timing. The owls can see very well without the aid of cars lights. Many raptors are struck while hunting along roadsides. Grassy berms are good habitat for some rodents, while the shoulders and pavement make capture easy should one decide to enter open country. The rodents may also be attracted by the smells of food trash, roadkill and the salt that we spread in winter. I don't know the numbers this guy claimed, but I do recall that for a period when I traveled frequently along I-70 I was sure to find a daily dead owl or two in the section from 695 to about Columbia.
