From Battery Kemble Park where it is impossible to walk around without being molested by unleashed dogs to parts of the C&O Canal to the north side of Huntley Meadows Park to cite some of the more popular places. All these areas have leash restrictions. Dog owners are subjected to fines if they have their dogs unleashed. However, as far as I can tell, there is no enforcement. In many ways I think it is even worse to have a regulation that is not enforced than not to have that regulation at all as the open and blatant violation of this rule generates the impression that no one cares about the rules in those parks and thus, everything is permissible...
